Any college degree will absolutely help you more than having none at all. 50% of jobs out there require one. If the guy knows that he isn't an NBA prospect like you mentioned, I don't know why he wouldn't take the free $40,000 in education and finish up school. Then, he can be in a much better spot after euro ball.

i read somewhere you can come back if you get undrafted and that that rule has been in place for awhile now. Never heard of it though.

There used to be a return deadline of 10 days prior to the draft. The new rule allows players who don’t get drafted to return without penalty. Much better IMO!
